RESOLUTION AMENDING CITY COUNCIL STANDING RULES TO PROVIDE FOR STUDY SESSIONS, PROVIDE FOR AN ORDER OF BUSINESS AT SPECIAL MEETINGS AND CLARIFY THE EFFECTIVE DATE OF AMENDED OR NEW RULES. (REPLACEMENT)

BY VICE-PRESIDENT NEPHEW:
WHEREAS, the council wishes to make council meetings more effective and efficient by updating and modernizing the standing rules;
WHEREAS, replacing agenda sessions with separate study sessions, will allow councilors more time to review agenda items and make more informed decisions;
WHEREAS, the council wishes to update the order of business to reflect current practice; and
WHEREAS, to amend the Standing Rules, a two-thirds majority council vote is required.
NOW, THEREFORE, BE IT RESOLVED, that the Standing Rules are amended as reflected in the attached Document A.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution is to amend the Standing Rules to allow for more effective and efficient council meetings. The change creates study sessions to allow for more focused and in-depth discussion of important topics. It also affirms and clarifies current practices.
