RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO ENTER INTO A SUB-RECIPIENT FUNDING AGREEMENT WITH INDEPENDENT SCHOOL DISTRICT 709 DULUTH ADULT EDUCATION FOR EMPLOYMENT AND TRAINING SERVICES FUNDED THROUGH THE STATE OF MINNESOTA'S PATHWAYS TO PROSPERITY, DRIVE FOR FIVE, AND WOMEN'S ECONOMIC SECURITY ACT GRANT PROGRAMS.

CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to enter into a sub-recipient funding agreement with Independent School District 709 Duluth Adult Education substantially in the form as attached hereto as Attachments A for services to be conducted in accordance with the terms and conditions set by the Pathways to Prosperity Program (P2P), Drive For Five, Women's Economic Security Act (WESA) grants, and master agreement between the city and the state of Minnesota department of employment and economic development ("DEED"). During the two-year term of the agreements, ISD 709 Duluth Adult Education is awarded $54,630 to be paid from fund numbers 268-031-6227-5441, 268-031-6239-5441, and 268-031-6212-5441 (workforce development, grant division, miscellaneous workforce development grants, other services and charges).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes city officials to enter into a sub-recipient funding agreement with Independent School District 709 Duluth Adult Education for employment and training services designed to prepare individuals with skills needed to enter into employment in high demand occupations and/or access additional education.
The city received eight grants in the amount totaling $1,065,000.00 from DEED under its Pathways to Prosperity, Drive for Five, and Women's Economic Security Act programs to prepare low-income individuals, women seeking jobs in construction, those with barriers to employment, and individuals of color with the skills needed to enter into employment and/or further education in high-demand fields such as healthcare, advanced manufactur...
