CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to enter into a contract with Rachel Contracting for construction of the Hillside Sport Court Park Site Improvement project for an amount not to exceed $1,369,367.50, payable from 205-130-1220-5320-CM205-HILLSC-PIP (Parks Fund-Community Resources-Parks Capital-Improvements Other than Buildings- Cap Mtce Fund 205, Hillside Sport Court Park, Park Implementation Plan)

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a contract for construction of the Hillside Sport Court Park Site Improvement project for an amount not to exceed $1,369,367.50.  

 

The Hillside Sport Court Plan was adopted by Duluth City Council in August 2023. Improvements outlined in the Plan include: enhancing site connectivity and accessibility, removing the dilapidated building, adding a pavilion and picnic area, renewing the sport court, replacing the playground, maintaining open green space, allotting space for a community garden, improving accessible parking, and repairing or replacing other park assets like fencing, retaining walls, stairs, bike racks, signage, gate, trees, vegetation, etc.

 

Construction cost will be paid for with two federal grants, a portion of American Rescue Plan Act revenue replacement funds put aside for reinvestment in parks serving low income neighborhoods, a portion of the proceeds from the sale of a building to Cirrus Aircraft put aside for capital improvements to parks, the Park Fund capital budget, and underspent portions of the Property, Parks, and Library Department’s General Fund budget.

 

The Purchasing Department issued an invitation to bid for the project on December 1, 2025 and received seven responses. Rachel Contracting LLC was the lowest responsible and responsive bid.
