CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Northern Interstate Construction, Inc. for the 2026 Street Preservation Project, Morley Heights, in the amount of $2,180,958.31, payable from the following fund; 440-038-5530, SIP2026-2255 (street improvement program, Special Assessment Contracts, improvements other than buildings, 2026 Street Improvement Projects, 2026 Street Preservation).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Northern Interstate Construction, Inc. for the 2026 Street Preservation Project, Morley Heights, in the amount of $2,180,958.31.
This project is in the Morley Heights neighborhood of Duluth, MN. Work includes full depth reclamation along the streets, full depth reconstruction in select areas, driveway improvements, curb and gutter replacement along corridor, and storm sewer improvements.
On March 12, 2026, the Purchasing division issued an Invitation to Bid for this project. The sealed bids were opened on April 1, 2026 and seven responsive bids were received. Northern Interstate Construction, Inc. was the lowest responsible bidder.
