CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Hovland, Inc., for the construction of the 2026 Street Preservation Project - Lincoln Park, in the amount of $4,302,903.22, payable from fund 440-038-5530 (street improvement program, Special Assessment Contracts, improvements other than buildings).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Hovland, Inc., for the construction of the 2026 Street Preservation Project - Lincoln Park, in the amount of $4,302,903.22.
The construction project includes 4.12 miles of street resurfacing that will require a mixture of mill and overlay and full-depth reclamation work. The project will also include select improvements to curb and gutter, sidewalk, pedestrian ramps, driveways, and storm sewer infrastructure. Work will occur in multiple areas but is primarily centered around the Lincoln Park neighborhood.
On March 27, 2026, the Purchasing Division issued an invitation to bid for this project. Four bids were received, and Hovland, Inc., was considered the lowest responsive and responsible bidder. Provided is the bid summary, substantially in the form of that attached Exhibit B.
