CITY PROPOSAL:

BE IT RESOLVED, that pursuant to Resolution 25-0278R, the city council hereby approves Resolution 26D-06, attached as Attachment A, of the Duluth Economic Development Authority (“DEDA”), authorizing DEDA to enter into a subrecipient funding agreement, substantially in the form of that attached hereto as Attachment B, with Inland Development Partners, LLC to act as the subrecipient of a contamination cleanup grant from the Minnesota Department of Employment and Economic Development, to perform contamination cleanup work for the Lot D Project in the amount of not to exceed $2,134,320 payable from Fund 860 and authorizing a grant to Inland Development Partners, LLC in an amount up to $150,000 as required match for the project.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to obtain the city council’s approval of the Duluth Economic Development Authority (DEDA) Resolution 26D-06, authorizing a subrecipient funding agreement with Inland Development Partners, LLC (IDP) for the contamination cleanup of Lot D. In January 2026, Minnesota Department of Employment and Economic Development (DEED) awarded DEDA $2,134,320 to support the much-needed pre-development work at the Lot D site, which will be performed by IDP. This resolution also authorizes DEDA’s grant of up to $150,000 to IDP for purposes of the local match required by the DEED contamination cleanup grant. IDP will be responsible for providing the remainder of the $561,440 local match and any costs over the grant amount.
