RESOLUTION AUTHORIZING AN AGENCY AGREEMENT BETWEEN STATE OF MINNESOTA COMMISSIONER OF TRANSPORTATION AND THE CITY OF DULUTH FOR FEDERAL PARTICIPATION IN PRELIMINARY ENGINEERING FOR THE PLANNING STUDY FROM THE RECONNECTING COMMUNITIES PROGRAM FOR THE I-35 CORRIDOR WITHIN THE DULUTH CITY LIMITS.

CITY PROPOSAL:
BE IT RESOLVED, that, pursuant to Minnesota Statutes Section 161.36, the state of Minnesota commissioner of transportation be appointed as agent of the city of Duluth, to accept as its agent, federal aid funds which may be made available for eligible transportation related projects for the planning study of the Interstate 35 (“I-35”) corridor within the Duluth city limits.
BE IT FURTHER RESOLVED, the mayor and the clerk are hereby authorized and directed for and on behalf of the city of Duluth to execute and enter into an agreement with the commissioner of transportation prescribing the terms and conditions of said federal aid participation as set forth and contained in “Minnesota Department of Transportation MnDOT Contract Number 1062663,” substantially in the form attached as Document 1.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is for City Council to approve an agency agreement with the Minnesota Department of Transportation (MNDOT) Commissioner to be the Agent for the City of Duluth. The City was awarded $1,800,000 for the Planning Study of the I-35 Corridor from the Reconnecting Communities Pilot (RCP) Program. MNDOT will be the City’s agent and accept these federal aid funds in connection with program.
