The city of Duluth does ordain:
The city of Duluth is an entitlement community that receives Community Development Block Grant (“CDBG”) funds from the U.S. Department of Housing and Urban Development (“HUD”) to assist low- to moderate-income residents. The city is required to spend CDBG funds within five years; if the funds cannot be spent, then they must be reprogrammed. The three projects described in Attachment 1 are proposed for reprogramming, as these projects did not go forward as proposed or did not draw down all allocated funds. These reprogramming recommendations are consistent with the Community Development application scores during the 2023 and 2024 application process.
Statement of Purpose
STATEMENT OF PURPOSE: Reprogram 2019, 2021, and 2022 CDBG funds to the following 2023 and 2024 programs:
a) 2023 Acquisition Demolition Program - city of Duluth in the amount of $38,527.10; and
b) 2024 Multi-Modal Transportation Access - city of Duluth in the amount of $45,000.00.
This reprogramming of funds is concurrent with HUD requirements for timely expenditure of funds, and funding only projects that meet all local, state, and federal regulatory requirements.
