RESOLUTION AUTHORIZING APPROVAL AND IMPLEMENTATION OF THE PARK POINT RECREATION AREA PLAN.

CITY PROPOSAL:

WHEREAS, the City of Duluth was awarded a grant of $75,000 in federal funding from the Coastal Zone Management Act of 1972 administered by the Office for Coastal Management, National Oceanic and Atmospheric Administration, U.S. Department of Commerce provided to the Minnesota Department of Natural Resources for Minnesota’s Lake Superior Coastal Program to support development of a Park Point Recreation Area Plan; and

 

WHEREAS, the Park Point Recreation Area Plan identifies preferred park amenities to balance the recreational and environmental opportunities and challenges of the site while better meeting community needs; and

 

WHEREAS, on June 10, 2026, the Parks and Recreation Commission unanimously voted in support of the Park Point Recreation Area Plan and moved to recommend that City Council approve the plan as presented.

 

NOW, THEREFORE, BE IT RESOLVED, that the proper City officials hereby approve the Park Point Recreation Area Plan, attached as Exhibit A, and authorize implementation of the plan as funding allows.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the approval and implementation of the Park Point Recreation Area Plan, as funding allows. The Plan identifies park improvements to best serve community needs based on information related to existing park conditions, community input, potential funding opportunities, and long-term maintenance needs. The Plan is intended to guide decision-making for improvements at the Recreation Area to address extensive shoreline erosion while improving access to recreational amenities and ensuring the protection, restoration, and long-term resiliency of natural resources at the site.

 

On June 10, 2026, the Parks and Recreation Commission unanimously voted in support of the Park Point Recreation Area Plan and moved to recommend that City Council approve the plan as presented.

 

The City of Duluth was awarded a grant of $75,000 from Minnesota’s Lake Superior Coastal Program to support the development of a Park Point Recreation Area Plan. The grant required a 1:1 match, which was met with $55,000 from the Parks Fund and in-kind staff time totaling $20,000. The Plan document accompanying this resolution is the culmination of this grant-supported work.
