CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement with Short Elliott Hendrickson, Inc., (SEH) for an all-terrain vehicle (ATV) route study in the amount of $172,006.85, payable from 205-130-1220-5310, CM205-ATVTRL-25ATV (parks fund, community resources, parks capital, contract services; cap mtce fund 205, ATV trail, ATV trail planning grant).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with SEH to perform an ATV route study to determine appropriate locations to connect far western Duluth to the outlying regional ATV trail system while protecting natural resources.
Purchasing issued a request for proposals on May 14, 2026, and received one proposal. The proposal from SEH was evaluated, received a score of 81.33, and is recommended for award.
This study is being paid for in full by a grant from the State of Minnesota Department of Natural Resources.
