CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into a one-year agreement, substantially in the form attached as Exhibit A, with Arrowhead Youth Soccer Association, for the use and operation of the city’s Jean Duluth, Arlington, and Gary-New Duluth soccer fields. The 2026 usage fee is $28,502.21, and funds shall be deposited into Fund 205-130-1221-4625 (Park Fund, Community Resources, Parks Maintenance, Rent of Athletic Fields).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the city to enter into a one-year agreement with Arrowhead Youth Soccer Association (“AYSA”) for the use and operation of the city’s Jean Duluth, Arlington, and Gary-New Duluth athletic fields, which are primarily used for soccer. Under the terms of the agreement, AYSA will continue to manage the use of these fields for both soccer and other appropriate uses as outlined in this agreement.

 

In 2026, AYSA will pay the city a usage fee of $28, 502.21. The Usage Fee is due in two installments of 50%, each due on July 1 and September 1 of each year of the agreement. In exchange for this consideration, the city will maintain the soccer fields, which duties include but are not limited to the following: mow the fields, cut the side slopes, perform irrigation of the fields, maintain the irrigation systems, and maintain fencing and gates around the fields.
