RESOLUTION AUTHORIZING A DEVELOPMENT AGREEMENT BETWEEN THE CITY OF DULUTH, ONE ROOF COMMUNITY HOUSING AND THE HOUSING AND REDEVELOPMENT AUTHORITY OF DULUTH, MINNESOTA, FOR THE DEVELOPMENT OF THE PLAT TITLED “HARBOR HIGHLAND FIRST DIVISION” LOCATED NORTH OF HARBOR HIGHLANDS DRIVE.

CITY PROPOSAL:

RESOLVED, that the city council does hereby approve a development agreement with One Roof Community Housing (“Developer”) and Housing and Redevelopment Authority of Duluth, substantially in the form of that attached hereto as Exhibit A, for the platting of a 3.3-acre plat titled “Harbor Highlands First Addition” consisting of 24 lots and one outlot to facilitate residential development of the property.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to obtain the city council’s approval of the development agreement between the City of Duluth and One Roof Community Housing and The Housing and Redevelopment Authority of Duluth, for the platting and development of “Harbor Highlands First Addition” (Exhibit B).

 

The Developer’s proposal is to plat and develop 24 lots and 1 outlot of unplatted land for residential development consistent with the Harbor Highlands Regulating Plan and the R-P zoning of the property.  The development agreement addresses conditions including infrastructure installation and public rights-of-way. The Developer has not received public assistance or any form of business subsidy.

 

The final plat titled “HARBOR HIGHLANDS FIRST DIVISION” was approved by the planning commission March 27, 2025, by a vote of 5 yeas, 1 nay, and 1 commissioner absent. File Number PLSUB-2411-0007.
