CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to purchase up to 11,750 tons of road salt from Morton Salt, Inc. in the amount of $839,063, payable from 110-500-1920-5223-01 (general fund, public works and utilities, street maintenance, salt and sand salt).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the tax-exempt purchase of 11,750 tons of road salt for the 2026-2027 winter season in the amount of $839,063. The City uses a salt/sand mixture to provide safe roadways.
Salt pricing is based on delivery location and there are four main delivery points in the City. The price of delivered salt for the 2026-2027 season is $71.64 per ton for 1123 Mesaba Avenue, $70.54 per ton for 105 N. 40th Avenue West, $81.32 per ton for 2407 Commonwealth Avenue, and $75.06 per ton for Riley Road salt shed. The prices represent an increase of 6.7% from the 2025-2026 season.
This purchase is under Minnesota State Contract 177615, Release S-763(5), which requires the City to provide an estimated number of tons of salt needed for the entire season, and obligates the City to purchase at least 80 percent of that estimated total. The vendor is contractually obligated to provide up to 120 percent of the estimated total. Estimates are based on a five-year average of 12,273 tons. Estimated usage for last season was 11,600 tons with actual orders of 3950 tons in fall of 2025 and 5354 tons in spring of 2026 for a total of 9304 tons for the 2025-2026 winter season. This quantity is slightly lower than normal due to unused salt from the previous winter season that we were contractually obligated to receive.
