CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, attached as Exhibit A, with the U.S. Environmental Protection Agency (EPA) for a grant of up to $750,000 from the Great Lakes Restoration Initiative (GLRI) program for costs related to the Cody Street filtration basin project.
FURTHER RESOLVED, the city of Duluth has the legal authority to accept these funds and has the financial, technical, and managerial capacity to ensure proper implementation of the project.
FURTHER RESOLVED, there is no local match required for the GLRI program and no match is being committed by the city of Duluth.
FURTHER RESOLVED, that project costs not covered by the EPA grant will be paid from the Stormwater Utility Fund 535-500-1905-5533.
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Juanita Salinas, city of Duluth finance director, 411 West 1st Street, Duluth MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes City officials to enter into an agreement with the U.S. Environmental Protection Agency’s Great Lakes Restoration Initiative program. The grant application was approved under Council Resolution 26-0536R. This grant will fund project costs related to the construction of the Cody Street Filtration Basin, which will be located near the intersection of Cody Street and Westgate Boulevard, in the Cody Neighborhood of Duluth. The basin will provide water quality treatment by removing pollutants like bacteria, sediment, nutrients and trash from stormwater prior to draining to Keene Creek trout stream. Stormwater runoff from approximately 26 acres of a primarily urban residential neighborhood will be directed to the proposed basin for treatment. The installation of the stormwater management feature is needed to address water quality impairments in Keene Creek and help the City meet its Municipal Separate Storm Sewer System (MS4) permit obligation to reduce pollutants that impact water quality standards within the impaired stream.
