RESOLUTION TO DESIGNATE AND ESTABLISH A ONE-WAY STREET FOR WEST SKYLINE PARKWAY BETWEEN THE WESTERLY INTERSECTION WITH HANK JENSEN DRIVE AND THE “TEE” INTERSECTION AT TWIN PONDS.

CITY PROPOSAL:

RESOLVED, that in accordance with the provisions of Section 33-17 of the Duluth City Code, 1959, as amended, West Skyline Parkway, between the westerly intersection with Hank Jensen Drive and the “tee” intersection at Twin Ponds, be designated as a one-way street. This resolution will become effective only after said street segments have been posted with proper signage and striping, indicating the change in designation.

 

Statement of Purpose

STATEMENT OF PURPOSE: 

 

City staff hosted two public meetings and had support from those in attendance to convert this segment of roadway from two-way to a one-way street, with the inside hill side the vehicle travel lane from east to west. The remaining outside lane will be striped for non-motorized use for bicyclists and pedestrians. This conversion will be considered a “temporary” pilot project, with the proper signs and pavement marking placed by this fall.

 

After the temporary pavement marking and signs are installed, the area will be studied to verify that the change is successful. If the change is successful the city will budget for and implement additional permanent infrastructure. If there is no change or the change is unsuccessful, city council can rescind the one-way designation and reestablish the segment as a two-way street.
