RESOLUTION APPROVING PUBLIC INFRASTRUCTURE PROJECTS FOR THE DULUTH REGIONAL EXCHANGE DISTRICT IN ACCORDANCE WITH LAWS OF MINNESOTA 2019, 1ST SPECIAL SESSION CHAPTER 6, ARTICLE 10, SECTION 5(A).

CITY PROPOSAL:
WHEREAS, the Minnesota legislature has passed Laws of Minnesota 2019, 1st Special Session Chapter 6, Article 10, Sections 5(a) (the "special law") making certain public infrastructure projects set forth therein eligible for reimbursement from certain state funds up to the amounts set forth in the special law with regard to each such project if approved by the Duluth city council.
THEREFORE BE IT RESOLVED, that the Duluth city council does hereby approve of the following public infrastructure projects as part of the Duluth Regional Exchange District which are subject to reimbursement under the aforesaid Article 10 by the State up to the amounts as set forth in said Article 10 with regard to each such project:

(1) two levels of expansion to an existing medical district parking ramp and skywalk replacement with reimbursement not to exceed $13,010,000, including any land acquisition;
(2) a ramp with up to 1,400 new parking stalls and a skywalk to serve medical entity west with reimbursement not to exceed $36,400,000 including any land acquisition;
(3) extension of 6th Avenue East from 2nd Street to 1st Street with reimbursement not to exceed $5,900,000 including any land acquisition;
(4) demolition of existing hospital structure for site reuse, to accomplish the purposes in section 469.51, subdivision 2, with reimbursement not to exceed $10,000,000;
(5) roadway, utility and site improvements and capacity upgrades to support medical entity west hospital construction with reimbursement not to exceed $11,410,000;
(6) district energy connections, capacity enhancement, and a pressure pump station with reimbursement not to exceed $7,000,000; and
(7) a ramp with up to 400 new parking stall to serve medical entity east with reimbursement not to exceed $...
