RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE, IN AN AMOUNT TOTALING $899,982 AND FURTHER AUTHORIZING AN AGREEMENT WITH DR. JEFFREY R. MAAHS, PHD, TO PERFORM INDEPENDENT RESEARCHER SERVICES, AND CENTER FOR ALCOHOL AND DRUG TREATMENT (CADT), TO PROVIDE LICENSED ALCOHOL AND DRUG COUNSELOR SERVICES, FOR THE PROJECT ENTITLED "2021 COMPREHENSIVE OPIOID, STIMULANT, AND SUBSTANCE ABUSE SITE-BASED PROGRAM (COSSAP)".

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $899,982.00 to be used in support of the city of Duluth Police Department 2021 COSSAP, and to execute a grant agreement, substantially the same as the attached Document A.
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially the same as the attached Document C, with Jeffrey R. Maahs, PhD, to perform independent researcher services in support of the project and with the Center for Alcohol and Drug Treatment (CADT) to provide Licensed Alcohol and Drug Counselor (LADC) services; revenue to be deposited in fund no. 215-200-2238-4209-02 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), direct federal grants operating) and fees to be taken from fund no. 215-200-2238-5319 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), other professional services), 215-200-2238-5219 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), Other Miscellaneous Supplies), 215-200-2238-5331 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), Travel/Training), and 215-200-2238-5700-10 (Duluth police grant programs, police, 2021 Opioid Abuse Program (COSSAP), Interfund Transfers out to General Fund).
