CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an amendment to the agreement with Confluence, Inc. for DECC waterfront landscape architectural design services for an increase of $319,120.00 , and a new total not to exceed $401,110.00, payable from fund 450-030-5530-CP450-20BOND-SEAWLL (capital improvements, finance, improvements other than buildings, capital projects, other fund contributions, MN state bonds 2020, seawall phase II (behind DECC)).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an amendment to an agreement with Confluence, Inc. for DECC waterfront landscape architectural design services for an increase of $319,120.00 and a new total not to exceed $401,110.00. Under the amended contract, Confluence will complete final design-development drawings for the project. The work will build upon the existing predesign and include new construction cost estimates to inform final project financing decisions. This phase of design work will be paid for with City funds put aside for coastal infrastructure improvements at the DECC, the Lakewalk, and Brighton Beach.
The City expects to execute a final funding agreement with the State of Minnesota early this spring authorizing the state to reimburse the City for expenses occurred on this project. Following execution of the funding agreement, staff expects to bring the contract with Confluence back to City Council to approve an additional amendment authorizing additional state-funded services including construction drawings, bidding, construction survey and layout, and construction administration and inspection
